Reading through the "Recommendations of the Central Committee of the Communist Party of China on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035" (hereinafter referred to as the "Recommendations") approved by the Fifth Plenary Session of the 19th Central Committee of the Party, one will notice a high-frequency word — quality. The word quality appears 40 times in the "Recommendations," indicating that everything involves quality and emphasizes quality. Particularly noteworthy is that the "Recommendations" clearly state that the theme of economic and social development during the "14th Five-Year Plan" period is to promote high-quality development, and many tasks have quality requirements.

From quality becoming a buzzword in the "Recommendations," we might say: The stage of high-quality development has arrived.

The "Recommendations" attach great importance to quality, clearly stating that the theme of economic and social development during the "14th Five-Year Plan" period is to promote high-quality development. This is a scientific judgment made by the Fifth Plenary Session of the 19th Central Committee of the Party based on changes in China's development stage, environment, and conditions. Since the 18th National Congress, the Party Central Committee with Comrade Xi Jinping at its core has made the significant judgment that economic development has entered a new normal, launched a series of new major strategies, and promoted the acceleration of China's development shift from speed and scale to quality and efficiency, achieving historic accomplishments. Practice has fully demonstrated that promoting high-quality development is an inevitable requirement to follow economic development laws and maintain sustained and healthy economic growth, as well as an inevitable requirement to adapt to changes in the principal contradiction in Chinese society and to comprehensively build a moderately prosperous society and a modern socialist country.
 
It should be clearly recognized that China is still and will remain for a long time in the primary stage of socialism, that China is still the world's largest developing country, and that development remains the Party's top priority for governing the country and rejuvenating the nation. It is necessary to emphasize that development in the new era and new stage must implement the new development philosophy and must be high-quality development. During the "14th Five-Year Plan" period, China will face a series of new opportunities and challenges, continue to have multiple advantages and conditions for development, while problems of unbalanced and inadequate development remain prominent. The contradictions and problems in development are concentrated in development quality. This requires us to place the issue of development quality in a more prominent position, unswervingly implement the new development philosophy, take deepening supply-side structural reform as the main line, adhere to quality first and efficiency priority, effectively transform the development mode, promote quality transformation, efficiency transformation, and power transformation, so that development achievements better benefit all people and continuously realize people's aspirations for a better life.
 
Market regulatory departments, as functional departments responsible for quality-related work, play a prominent role and bear heavy responsibilities in promoting high-quality development. The "Recommendations" propose improving the national quality infrastructure, strengthening the systems and capacity building of standards, metrology, patents, and other areas, deeply carrying out quality improvement actions, and emphasizing the unswerving construction of a quality-strong country. Organizing and implementing the quality-strong country strategy and the standardization strategy, and vigorously promoting quality improvement are important responsibilities of market regulatory departments. This requires market regulatory departments to accelerate the preparation of the quality-strong country strategic outline, actively create a good environment for quality development; focus on industrial clusters, specialized characteristic towns, special product parks, and other key areas to deeply carry out quality improvement actions in key industries; strengthen service quality monitoring and reporting, explore the implementation of service quality spot checks and evaluations, and promote the improvement of service quality, especially public services; accelerate the construction of a fair service platform integrating standards, metrology, certification and accreditation, inspection and testing, intellectual property, etc., carry out "one-stop" services for quality infrastructure, increase quality and technical assistance to small and micro enterprises, and enhance technical support for small and medium-sized enterprises; strengthen and improve product injury monitoring, intensify defective product recall efforts, and better protect consumers' legitimate rights and interests.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
