Implementation Rules for Fourteen Green Product Certifications Released


         The Certification and Accreditation Administration announced today (June 4) that it has revised 12 first batch green product certification implementation rules including the "Green Product Certification Implementation Rules for Artificial Boards and Wooden Flooring" and formulated 2 second batch green product certification implementation rules including the "Green Product Certification Implementation Rules for Plastic Products" and "Green Product Certification Implementation Rules for Detergents", which are now published.

 

Announcement of the Certification and Accreditation Administration on the Release of Green Product Certification Implementation Rules

According to the "Opinions of the General Office of the State Council on Establishing a Unified System of Green Product Standards, Certification, and Labeling" (Guo Ban Fa [2016] No. 86), the "Announcement of the State Administration for Market Regulation on the Release of the List of Green Product Evaluation Standards and Certification Directory (First Batch)" (SAMR Announcement 2018 No. 2), and the "Announcement of the State Administration for Market Regulation on the Release of the List of Green Product Evaluation Standards (Second Batch)" (SAMR Announcement 2020 No. 59), the Certification and Accreditation Administration has revised 12 first batch green product certification implementation rules including the "Green Product Certification Implementation Rules for Artificial Boards and Wooden Flooring" and formulated 2 second batch green product certification implementation rules including the "Green Product Certification Implementation Rules for Plastic Products" and "Green Product Certification Implementation Rules for Detergents", which are now published.

From the date of this announcement, the "Announcement of the Certification and Accreditation Administration on the Release of Qualification Conditions for Green Product Certification Bodies and the First Batch of Certification Implementation Rules" (Certification and Accreditation Administration Announcement 2020 No. 6) and the green product certification implementation rules it published are repealed. Certification bodies approved to carry out green product certification work shall implement certification and issue certificates according to the new rules. Previously issued valid certification certificates may continue to be used, and the conversion of certification certificates will be completed through natural transitions such as certificate renewal upon expiration, product changes, and standard revisions.

Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
