(1) Innovate digital evaluation models. Organize research and application of digital evaluation models for conformity assessment, use modern information technologies such as big data, blockchain, and artificial intelligence to promote digital applications in conformity assessment. Conduct research and application of digital certification models and key technologies based on the industrial internet and intelligent manufacturing, establish and improve digital evaluation rules and technical specifications in the field of quality certification, and gradually promote digital certificates; explore fully digital inspection and testing models, promote digital and intelligent applications of inspection and testing based on digital devices; extend digital evaluation of conformity assessment to the entire process of the industrial and supply chains and the full product lifecycle, enhancing digital evaluation capabilities.

(2) Promote industry digital development. Adapt to the requirements of industrial digital development, promote digital management in the certification, accreditation, inspection, and testing industry, improve digital infrastructure for certification, accreditation, inspection, and testing, promote the development of professional management software for certification and testing, intelligent testing equipment, data application terminals, and other digital technologies, and comprehensively enhance industry management level and development quality and efficiency through digital technology empowerment.

Build a multi-governance pattern of "legal norms, administrative supervision, recognition constraints, industry self-discipline, and social supervision," improve a new regulatory mechanism based on "double random, one public" supervision as the basic means, supplemented by key supervision and based on credit supervision, relying on intelligent supervision, comprehensively strengthen the capacity building of certification, accreditation, inspection, and testing supervision, and promote the standardized, orderly, and long-term healthy development of the certification, accreditation, inspection, and testing market and industry.

1. Improve the regulatory system combining pre-event, in-event, and post-event supervision.

Actively promote the expansion and upgrading of conformity assessment cooperation arrangements under Free Trade Areas (FTA), steadily advance the Regional Comprehensive Economic Partnership (RCEP) conformity assessment mutual recognition arrangement, closely follow the negotiation processes of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Digital Economy Partnership Agreement (DEPA), and other agreements, and study and propose cooperation plans in the conformity assessment field; accelerate mutual recognition processes in food and agricultural products, consumer goods, equipment manufacturing, and service industries; promote new breakthroughs in international mutual recognition in key fields such as information technology, high-end equipment, green products, and renewable energy; achieve a batch of "small and beautiful" cooperation results guided by specific industrial needs, and enhance the international market competitiveness of related industries.

(4) Pragmatically promote "Belt and Road" certification, accreditation, inspection, and testing cooperation. Implement the "Belt and Road" cooperation initiative, focus on deepening multi-level cooperation in the conformity assessment field between governments and non-governmental sectors, widely promote cooperation in policy coordination, technical exchanges, personnel training, institutional cooperation, market opening, and mutual recognition arrangements. Formulate the "Belt and Road" certification, accreditation, inspection, and testing cooperation action plan, organize and implement a batch of effective cooperation projects such as "Belt and Road" conformity assessment official training, certification and accreditation technical assistance, and laboratory capability verification; promote multilateral and bilateral mutual recognition arrangements in food and agricultural products, energy, transportation, electronics and electrical appliances, communication facilities, and other fields; and improve regional trade and investment facilitation levels.

2. Improve the facilitation level of conformity assessment service trade.

(1) Improve the conformity assessment international trade promotion service system. Build a "Conformity Assessment Service Trade Facilitation Information Service Platform", strengthen functions such as conformity assessment information release, sharing, and feedback, and improve the accuracy and convenience for enterprises to obtain international conformity assessment services; deeply carry out analysis of the impact of conformity assessment on trade industries, implement the project of "Dynamic Tracking and Response Application of International Certification, Accreditation Laws, Regulations, and Standards", conduct comparative studies on laws and regulations in the international conformity assessment field, establish a database of conformity assessment information for major trade partners and trade products, track and analyze international conformity assessment development trends and trade industry demands for conformity assessment, and study and formulate solutions to promote trade facilitation through conformity assessment under the new development pattern; do a good job in WTO/TBT notifications, consultations, and evaluations, actively reflect industry demands, propose rational suggestions, promote fairness and transparency of conformity assessment measures in relevant countries, prevent abuse of technical trade measures, and promote trade and investment liberalization and facilitation. Strengthen the assessment and response to the impact of overseas conformity assessment measures on China's industries and trade, accelerate independent innovation and cooperative mutual recognition in key core areas of conformity assessment, promote the stability and smoothness of international industrial and supply chains, and safeguard national sovereignty and development interests.

(2) Promote the international development of practicing institutions. Encourage and guide practicing institutions to participate in multilateral and bilateral mutual recognition of conformity assessment, promote the continuous increase in the number of domestic institutions joining multilateral recognition systems such as IEC and IQNet, encourage domestic institutions to establish branches abroad, support business cooperation between domestic and foreign institutions, promote close integration of inspection, testing, and certification with overseas investment and capacity cooperation projects, and provide enterprises with internationalized, localized, and integrated services; encourage practicing institutions to participate in the formulation of international conformity assessment standards and rules and technical exchanges, participate in international capacity cooperation and service outsourcing projects, enhance independent innovation capabilities and international market competitiveness, cultivate new advantages in technology, management, and services, and build internationally renowned conformity assessment institution brands; accelerate the cultivation and export of international talents in practicing institutions, and cultivate a high-quality professional team with an international perspective.

Driven by reform and innovation and centered on improving supply quality, steadily promote the construction of rule of law, systems, technology, and talent teams, comprehensively strengthen foundational support capabilities, and promote high-quality development of certification, accreditation, inspection, and testing.

1. Strengthen legal and disciplinary guarantees

(1) Improve the legal and regulatory system. Accelerate the revision of the "Certification and Accreditation Regulations," study and draft the "Inspection and Testing Regulations," promote the improvement of relevant laws and regulations involving certification, accreditation, inspection, and testing provisions, and accelerate the legislative process of conformity assessment. Strengthen the formulation and revision of departmental rules and normative documents in the fields of certification, accreditation, inspection, and testing, improve regulations and systems for practicing institution qualifications, personnel management, conformity assessment activities, and supervision; fully implement requirements such as legality review and fair competition review to improve legislative quality.

(2) Scientifically define powers and responsibilities. Fully implement list management, establish power lists, responsibility lists, and negative lists for market access in the supervision of certification, accreditation, inspection, and testing, effectively regulate administrative law enforcement and market entity behaviors; adhere to the principle of "who approves, who supervises; who manages, who supervises," clarify the boundaries of industry management responsibilities; adhere to the combination of territorial and hierarchical management, reasonably divide supervisory powers and responsibilities at all levels in certification, accreditation, inspection, and testing.

(3) Improve supervision and restraint mechanisms. Strictly regulate the exercise of public power in certification, accreditation, inspection, and testing, improve the supervision and restraint mechanisms of power operation, effectively strengthen integrity construction, enhance coordination between disciplinary and administrative actions, increase supervision efforts, implement supervision responsibilities, and resolutely safeguard the fairness, integrity, and effectiveness of certification, accreditation, inspection, and testing work.

2. Strengthen technical support

(1) Optimize the supply of conformity assessment standards. Improve the conformity assessment standardization work mechanism, give full play to the centralized management function of the National Certification and Accreditation Standardization Technical Committee (TC261), accelerate the promotion of the transformation and application of international conformity assessment standards, regulate and guide the coordinated development of national standards, industry standards, and group standards in the conformity assessment field, and form a more scientific and reasonable conformity assessment standard system. Actively promote the application of advanced standards and the latest scientific and technological achievements in the conformity assessment field, carry out self-inspection and cleanup of industry standards, actively adopt advanced industry standards, encourage industry associations and industrial technology alliances to develop group standards that meet conformity assessment needs, and comprehensively improve the supply level of conformity assessment standards.

(2) Enhance conformity assessment innovation capabilities. Strengthen policy and theoretical research, improve the top-level design of the conformity assessment system, provide policy guidance and intellectual support for innovative development in certification, accreditation, inspection, and testing; improve the integration mechanism of production, education, research, and application, encourage practicing institutions to develop conformity assessment technical solutions that exceed industry general requirements, encourage enterprises, research institutes, and industry associations to participate in conformity assessment innovation and R&D activities, improve the "certification system owner" mechanism, strengthen the protection and application of independent innovation achievements; carry out key core technology breakthroughs, adapt to the trend of conformity assessment technology evolving from small sample sampling to big data analysis, from single attribute to multi-attribute system evaluation, from qualitative evaluation to quantitative evaluation, from traditional technology to intelligent, full lifecycle technology development, conduct research on digital, intelligent, precise, and systematic conformity assessment technologies, and comprehensively enhance the capability of conformity assessment technology support and leadership.

(3) Promote the high-level utilization of inspection and testing resources. Promote the high-end development of inspection and testing instruments and equipment, guide resources and funding towards the development of inspection and testing instruments and equipment, strengthen the research, development, and application of digital and intelligent testing technology equipment, establish a domestic verification and evaluation system for domestically produced inspection and testing instruments and equipment, conduct performance comparisons, verification, and comprehensive evaluations of high-end instruments and meters at home and abroad, and improve the technical level of inspection and testing instruments and equipment; strengthen the development of inspection and testing standard samples/standard substances, deepen innovation, research and development, and intellectual property protection in inspection and testing methods, procedures, instruments and equipment, laboratory environments, trademark identification, etc., and enhance the comprehensive application level of inspection and testing element resources; build an open and shared platform for inspection and testing resources to improve resource development and utilization efficiency.

3. Strengthen Talent Leadership

(1) Build education and training bases. Strengthen the education construction of certification, accreditation, inspection, and testing disciplines, support cooperation between higher education institutions, vocational technical schools, education and training institutions, and certification, accreditation, inspection, and testing organizations, build demonstration bases for education and training, develop qualification assessment education and training courses that meet industrial and social needs, and provide multi-level, multi-field, and multi-channel professional training for industries, governments, and society.

(2) Enhance the capabilities of professional teams. Establish and improve the professional qualification system for personnel engaged in quality certification and inspection and testing, improve the capability evaluation and continuing education mechanisms, and continuously enhance personnel competence and quality. Strengthen the management of registration exams for certification practitioners, organize training activities for certified personnel, expand the team of certification auditors, strengthen training and supervision of inspectors in inspection and testing institutions, optimize the selection and on-site review mechanisms for auditors, promote the construction of industry review teams, and improve the professional ethics and professional competence of auditors. Vigorously promote the spirit of entrepreneurship and craftsmanship, making the pursuit of excellence and respect for quality the value orientation of the industry, cultivating high-quality management teams of inspection, testing, and certification institutions and industry-leading teams.

(3) Strengthen the construction of regulatory teams. Strengthen the regulatory capacity of certification, accreditation, inspection, and testing in market supervision departments at all levels, clarify regulatory functions and responsibilities, enhance resource allocation for supervision, fully staff regulatory personnel, strengthen support for grassroots frontline, and build a certification, accreditation, inspection, and testing regulatory team with strong political integrity, excellent professional skills, and good work style. Strengthen training and guidance efforts, enrich and improve training materials and regulatory law enforcement case libraries, carry out multi-level training exchanges, on-the-job drills, skill competitions, and other activities to improve regulatory law enforcement capabilities.

(1) Strengthen organizational leadership. Strengthen the Party's leadership over certification, accreditation, inspection, and testing work to provide a strong political guarantee for the implementation of the plan. Establish a unified leadership, departmental coordination, and vertical and horizontal linkage work system, comprehensively strengthen overall coordination and organizational implementation, and create a favorable policy, market, and legal environment. Fully leverage the industry management functions of the Certification and Accreditation Administration, strengthen its overall coordination, system scheduling, and guarantee implementation roles, and improve the planning implementation mechanism. Improve the working mechanism of the national inter-ministerial joint conference on certification and accreditation, enhance inter-ministerial collaboration efficiency, strengthen policy coordination, planning guidance, and work coordination. Promote the inclusion of certification, accreditation, inspection, and testing work into special and local plans by various departments and localities, guide enterprises, practitioners, industry organizations, and social groups to actively participate in plan implementation, and form a joint effort. Local market supervision departments should formulate implementation plans based on actual conditions, break down and implement target tasks, clarify responsible entities, and ensure timely implementation.

(2) Improve investment guarantees. Encourage departments and localities to formulate promotion policies and implementation projects for certification, accreditation, inspection, and testing, establish and improve a funding guarantee mechanism combining government, enterprises, and society, encourage and guide standardized and orderly investment of fiscal funds and social capital, actively support local governments, enterprises, and institutions in arranging matching funds for major projects, explore market-based funding channels such as development funds, project financing, and quality liability insurance, leverage the synergistic effects of fiscal, taxation, financial, and insurance tools, and increase investment guarantee efforts.

(3) Strengthen publicity and guidance. Deeply carry out themed activities such as "Quality Month," "World Accreditation Day," and "National Inspection and Testing Institutions Open Day," fully utilize news media and new media platforms, strengthen legal publicity, policy interpretation, knowledge popularization, and achievement display of certification, accreditation, inspection, and testing, improve the quality and integrity awareness of the whole society, and enhance market confidence. Actively promote China's excellent practices in conformity assessment externally, encourage practitioners to carry out international publicity and promotion activities, and enhance international influence. Strengthen public opinion guidance, respond promptly to public opinion dynamics, and create a good public opinion environment.

(4) Strictly implement evaluation. According to the evaluation principle combining target assessment and process monitoring, conduct annual monitoring, evaluation, and guidance on the implementation of the plan, promptly study and resolve new situations and problems arising during implementation, fully leverage the binding and guiding role of the plan, and ensure the high-quality and efficient completion of various development goals and tasks during the "14th Five-Year Plan" period.
