Actively promote the application of advanced standards and the latest scientific and technological achievements in the conformity assessment field, carry out self-inspection and cleanup of industry standards, actively adopt advanced industry standards, encourage industry associations and industrial technology alliances to develop group standards that meet conformity assessment needs, and comprehensively improve the supply level of conformity assessment standards.
(2) Enhance conformity assessment innovation capabilities. Strengthen policy and theoretical research, improve the top-level design of the conformity assessment system, provide policy guidance and intellectual support for innovative development in certification, accreditation, inspection, and testing; improve the integration mechanism of production, education, research, and application, encourage practicing institutions to develop conformity assessment technical solutions that exceed industry general requirements, encourage enterprises, research institutes, and industry associations to participate in conformity assessment innovation and R&D activities, improve the "certification system owner" mechanism, strengthen the protection and application of independent innovation achievements; carry out key core technology breakthroughs, adapt to the trend of conformity assessment technology evolving from small sample sampling to big data analysis, from single attribute to multi-attribute system evaluation, from qualitative evaluation to quantitative evaluation, from traditional technology to intelligent, full lifecycle technology development, conduct research on digital, intelligent, precise, and systematic conformity assessment technologies, and comprehensively enhance the capability of conformity assessment technology support and leadership.
(3) Promote the high-level utilization of inspection and testing resources. Promote the high-end development of inspection and testing instruments and equipment, guide resources and funding towards the development of inspection and testing instruments and equipment, strengthen the research, development, and application of digital and intelligent testing technology equipment, establish a domestic verification and evaluation system for domestically produced inspection and testing instruments and equipment, conduct performance comparisons, verification, and comprehensive evaluations of high-end instruments and meters at home and abroad, and improve the technical level of inspection and testing instruments and equipment; strengthen the development of inspection and testing standard samples/standard substances, deepen innovation, research and development, and intellectual property protection in inspection and testing methods, procedures, instruments and equipment, laboratory environments, trademark identification, etc., and enhance the comprehensive application level of inspection and testing element resources; build an open and shared platform for inspection and testing resources to improve resource development and utilization efficiency.
3. Strengthen Talent Leadership
(1) Build education and training bases. Strengthen the education construction of certification, accreditation, inspection, and testing disciplines, support cooperation between higher education institutions, vocational technical schools, education and training institutions, and certification, accreditation, inspection, and testing organizations, build demonstration bases for education and training, develop qualification assessment education and training courses that meet industrial and social needs, and provide multi-level, multi-field, and multi-channel professional training for industries, governments, and society.
(2) Enhance the capabilities of professional teams. Establish and improve the professional qualification system for personnel engaged in quality certification and inspection and testing, improve the capability evaluation and continuing education mechanisms, and continuously enhance personnel competence and quality. Strengthen the management of registration exams for certification practitioners, organize training activities for certified personnel, expand the team of certification auditors, strengthen training and supervision of inspectors in inspection and testing institutions, optimize the selection and on-site review mechanisms for auditors, promote the construction of industry review teams, and improve the professional ethics and professional competence of auditors. Vigorously promote the spirit of entrepreneurship and craftsmanship, making the pursuit of excellence and respect for quality the value orientation of the industry, cultivating high-quality management teams of inspection, testing, and certification institutions and industry-leading teams.
(3) Strengthen the construction of regulatory teams. Strengthen the regulatory capacity of certification, accreditation, inspection, and testing in market supervision departments at all levels, clarify regulatory functions and responsibilities, enhance resource allocation for supervision, fully staff regulatory personnel, strengthen support for grassroots frontline, and build a certification, accreditation, inspection, and testing regulatory team with strong political integrity, excellent professional skills, and good work style. Strengthen training and guidance efforts, enrich and improve training materials and regulatory law enforcement case libraries, carry out multi-level training exchanges, on-the-job drills, skill competitions, and other activities to improve regulatory law enforcement capabilities.
4. Safeguard Measures
(1) Strengthen organizational leadership. Strengthen the Party's leadership over certification, accreditation, inspection, and testing work to provide a strong political guarantee for the implementation of the plan. Establish a unified leadership, departmental coordination, and vertical and horizontal linkage work system, comprehensively strengthen overall coordination and organizational implementation, and create a favorable policy, market, and legal environment. Fully leverage the industry management functions of the Certification and Accreditation Administration, strengthen its overall coordination, system scheduling, and guarantee implementation roles, and improve the planning implementation mechanism. Improve the working mechanism of the national inter-ministerial joint conference on certification and accreditation, enhance inter-ministerial collaboration efficiency, strengthen policy coordination, planning guidance, and work coordination. Promote the inclusion of certification, accreditation, inspection, and testing work into special and local plans by various departments and localities, guide enterprises, practitioners, industry organizations, and social groups to actively participate in plan implementation, and form a joint effort. Local market supervision departments should formulate implementation plans based on actual conditions, break down and implement target tasks, clarify responsible entities, and ensure timely implementation.
(2) Improve investment guarantees. Encourage departments and localities to formulate promotion policies and implementation projects for certification, accreditation, inspection, and testing, establish and improve a funding guarantee mechanism combining government, enterprises, and society, encourage and guide standardized and orderly investment of fiscal funds and social capital, actively support local governments, enterprises, and institutions in arranging matching funds for major projects, explore market-based funding channels such as development funds, project financing, and quality liability insurance, leverage the synergistic effects of fiscal, taxation, financial, and insurance tools, and increase investment guarantee efforts.
(3) Strengthen publicity and guidance. Deeply carry out themed activities such as "Quality Month," "World Accreditation Day," and "National Inspection and Testing Institutions Open Day," fully utilize news media and new media platforms, strengthen legal publicity, policy interpretation, knowledge popularization, and achievement display of certification, accreditation, inspection, and testing, improve the quality and integrity awareness of the whole society, and enhance market confidence. Actively promote China's excellent practices in conformity assessment externally, encourage practitioners to carry out international publicity and promotion activities, and enhance international influence. Strengthen public opinion guidance, respond promptly to public opinion dynamics, and create a good public opinion environment.
(4) Strictly implement evaluation. According to the evaluation principle combining target assessment and process monitoring, conduct annual monitoring, evaluation, and guidance on the implementation of the plan, promptly study and resolve new situations and problems arising during implementation, fully leverage the binding and guiding role of the plan, and ensure the high-quality and efficient completion of various development goals and tasks during the "14th Five-Year Plan" period.
