Recently, the Ministry of Industry and Information Technology, together with the Ministry of Science and Technology, the National Energy Administration, and the National Standardization Administration, issued the "Implementation Plan for the New Industry Standardization Leading Project (2023-2035)". The "Implementation Plan" mainly focuses on the standardization work of emerging and future industries, forming key areas of new industry standardization in an "8+9" pattern, and proposes a "three-step" goal for 2025, 2030, and 2035.
What is a new industry?
The "Implementation Plan" clarifies that new industries refer to emerging and future industries developed and expanded through the application of new technologies, characterized by active innovation, technology intensity, and broad development prospects, relating to the overall national economic and social development and industrial structure optimization and upgrading.
The "Implementation Plan" focuses on the key areas of "8 emerging industries + 9 future industries", aiming to promote innovative development of emerging industries and seize opportunities in future industries, using the improvement of an efficient and collaborative new industry standardization work system as a means. It focuses on eight emerging industries including new generation information technology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection, civil aviation, and ship and marine engineering equipment, as well as nine future industries including the metaverse, brain-computer interfaces, quantum information, humanoid robots, generative artificial intelligence, bio-manufacturing, future displays, future networks, and new energy storage, coordinating the research, formulation, implementation, and internationalization of standards.
Standardization plays a fundamental and leading role in promoting the development of new industries. Implementing the new industry standardization leading project is of profound significance for promoting high-quality development of new industries and accelerating the construction of a modern industrial system.
What needs to be done and how to do it in new industry standardization
The "Implementation Plan" breaks down five main tasks based on the standardization needs at different stages of new industry development.
Build the system
Through publishing journals and holding conferences, the association provides the latest developments in the legal field and actively addresses issues hindering democratic and peaceful development. Improving an efficient and collaborative new industry standardization work system mainly includes six specific tasks such as coordinating the promotion of new industry development strategies, planning, policies, and standard implementation;
Enhance capabilities
Strengthen the ability to support the construction of the industrial science and technology innovation system through standards, improve the linkage level between standards and industrial science and technology innovation, enhance the transformation level of advanced and applicable scientific and technological innovation achievements into standards, improve the quality level of standard formulation, and improve the efficiency level of standard formulation in four aspects;
Focus on emerging industries
Comprehensively promote the construction of the emerging industry standard system, clarify the key standard development directions for eight emerging industries including new generation information technology and new energy, and detail the key points of standard development in a column format;
Plan for the future
Forward-looking layout for future industry standard research, proposing nine future industry standard research directions including the metaverse, brain-computer interfaces, and quantum information;
Expand space
Expand new space for high-level international standardization development, mainly including four tasks: expanding institutional openness of standards, accelerating the transformation of international standards, deeply participating in international standardization activities, and promoting the construction of a good international standardization cooperation environment.
To balance the medium and long-term development of new industry standardization, the "Implementation Plan" proposes a "three-step" goal for 2025, 2030, and 2035 through a combination of quantitative and qualitative methods, and promotes implementation in an engineered manner.
By 2025, the standard system supporting the development of emerging industries will be gradually improved, and standards leading the innovative development of future industries will be accelerated. The proportion of standard results formed by common key technologies and application-oriented science and technology projects will reach over 60%, and the linkage between standards and industrial science and technology innovation will be more efficient. More than 2,000 new national and industry standards will be formulated, and over 300 advanced group standards will be cultivated, with standards playing a stronger role in guiding high-quality industrial development. More than 10,000 enterprises will carry out standard promotion and implementation, with the effectiveness of standards serving enterprise transformation and upgrading becoming more prominent. Participation in the formulation of more than 300 international standards, with a conversion rate of over 90% for international standards in key areas, supporting and leading the international development of new industries.
By 2030, the standard system meeting the high-quality development needs of new industries will continue to improve, and the standardization work system will be more sound. The technical level and internationalization degree of new industry standards will continue to improve, and the effectiveness of standards in leading high-quality development of new industries will be more significant.
By 2035, the supply of standards that meet the high-quality development needs of new industries will be more adequate, and a comprehensive new industry standardization system characterized by enterprise主体, government guidance, and open integration will be fully established. The foundation for the development of new industry standardization will be further consolidated, and the effectiveness of standards in leading the high-quality development of new industries will be fully realized, providing strong support for basically achieving new industrialization.
Next, the Ministry of Industry and Information Technology will work with relevant departments to continuously improve the construction of the emerging industry standard system, forward-looking layout future industry standard research, fully leverage the leading role of new industry standards in promoting technological progress, serving enterprise development, strengthening industry guidance, and leading industrial upgrading, continuously improve the technical level and internationalization degree of new industry standards, and provide solid technical support for accelerating high-quality development of new industries and building a modern industrial system.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
