  On September 22, the State Council Safety Committee Office and the Ministry of Emergency Management held a video conference to coordinate recent safety prevention work. Wang Xiangxi, Deputy Director of the State Council Safety Committee and Minister of Emergency Management, presided over the meeting and delivered a speech, emphasizing the need to thoroughly study and implement the important instructions of General Secretary Xi Jinping. Following the decisions and deployments of the Party Central Committee and the State Council, efforts should be deepened to advance the 2023 special action for major accident hazard investigation and rectification, promptly and effectively ensure safety prevention during the Mid-Autumn Festival and National Day holidays, and the fire safety and security work for the Asian Games, resolutely preventing and curbing major and particularly serious accidents, and ensuring the safety of people's lives and property as well as social stability.

  The meeting pointed out that the current economy and society are rapidly and comprehensively recovering, with active momentum in enterprise production and operation, major project construction, and public travel and tourism. The upcoming Mid-Autumn Festival and National Day holidays are the longest holidays this year, with overlapping flows of people visiting relatives and tourists, which will bring greater pressure on safety prevention. All regions and relevant departments must remain highly vigilant, further strengthen the sense of responsibility of "always being concerned," and resolutely prevent and resolve major safety risks with strong measures and solid work style, creating a safe and stable environment for the public to celebrate the holidays peacefully and for the smooth hosting of the Asian Games.

  The meeting emphasized the need to effectively raise political awareness, unify thoughts and actions with the important instructions of General Secretary Xi Jinping, deeply understand the extreme importance and particularity of current safety prevention work, take initiative and fulfill responsibilities conscientiously, strictly implement local management responsibilities and the "three controls and three musts" regulatory responsibilities of departments, strengthen targeted risk assessment and supervision inspections, and layer by layer enforce responsibility measures. It is necessary to accurately grasp the characteristics of the holidays and take early action to fully prevent and control public safety risks: In terms of fire safety, efforts should be deployed to conduct comprehensive inspections of fire hazards in key places such as concentrated contiguous villages, homestays and farmhouses, large complexes, high-rise buildings, and catering and entertainment venues, resolutely rectifying prominent issues such as illegal hot work and electricity use, flammable material decoration, and locked or blocked escape routes; In terms of traffic safety, patrol and law enforcement should be strengthened at accident-prone road sections, street markets, and around scenic spots, severely cracking down on traffic violations, and reinforcing safety supervision of railways, civil aviation, ferries, and passenger ships to ensure safe travel for the public; In terms of tourism safety, monitoring and guiding crowd flow should be strengthened, emergency evacuation and risk avoidance measures should be implemented under severe weather or emergencies, and safety inspections of special equipment and high-risk projects such as cable cars, ropeways, and large amusement facilities should be conducted to ensure the personal safety of tourists; In terms of gas safety, solid progress should be made in special rectification of gas safety, especially for barbecue shops, snack stalls, food stalls, night markets, etc., organizing comprehensive inspections and patrol services.

  The meeting required solid advancement of the special investigation and rectification actions, focusing on key industries and fields such as mining, hazardous chemicals, and industrial and trade sectors, continuously promoting the third phase of the special action "precise law enforcement by departments," highlighting the prevention and control of major and particularly serious accidents, rigorously managing grassroots ends, responsibility chains, and regulatory law enforcement, strictly preventing enterprises from neglecting safety responsibilities during holidays, urging main responsible persons and technical management personnel of enterprises to be on duty through surprise inspections and online patrols; Strictly controlling safety in high-risk operations, urging enterprises to minimize hot work, maintenance, and confined space operations during holidays as much as possible, strictly controlling the number of personnel in high-temperature, high-pressure, flammable, explosive, toxic, and hazardous areas; Continuously strengthening the crackdown on illegal and non-compliant activities, implementing comprehensive key supervision over special industries and key fields according to laws and regulations. Combining key points and broad areas for rigorous prevention and control, fully drawing on the security experience of the Beijing Winter Olympics and Chengdu Universiade, focusing on critical links and key areas, strengthening grid prevention and control and community-based prevention and control, resolutely ensuring the security of major events such as the Hangzhou Asian Games is "flawless."

  The meeting emphasized the need to maintain relentless efforts in disaster prevention, mitigation, and relief during autumn and winter, rigorously implementing and tracking the early warning "call and response" mechanism to effectively form a closed loop, re-inspecting the safety of key flood control facilities, promptly repairing previously damaged water projects, and effectively responding to autumn floods and future flood disasters; Strengthening safety management of outdoor construction operations and production and business activities, organizing forces to inspect flood safety risks and hazards at outdoor engineering camps and key places such as mountain farmhouses and homestays; Doing a good job in forest fire prevention and control, focusing on key forest areas, forest parks, and nature reserves, strengthening patrols of outdoor camping and cooking activities, resolutely controlling fire sources from entering, and strictly preventing major forest and grassland fires; Accelerating the repair and reconstruction of residents' housing in disaster-affected areas to ensure the basic living needs of the public. At the same time, responsibility awareness should be strengthened, emergency duty and response work should be well done, and the national comprehensive fire rescue team and various professional rescue teams should always maintain an emergency state, pre-position rescue forces, and once danger occurs, fully engage in rescue operations to respond and handle in a timely and efficient manner.

  Members of the Party Committee of the Ministry in Beijing attended the meeting, liaison officers from relevant member units of the State Council Safety Committee, and main leaders of various departments and bureaus of the Ministry attended the main venue. The National Fire Rescue Bureau, National Mine Safety Supervision Bureau, China Earthquake Administration, affiliated institutions of the Ministry, provincial-level emergency management departments, mine safety supervision bureaus, earthquake bureaus, fire rescue teams, and forest fire teams attended the sub-venues.
