The Office of the State Council Work Safety Committee deploys the National Fire Safety Publicity Month activities


  November 9th is the 32nd National Firefighting Day. This year's theme is "Prevention First, Life Supreme." The Office of the State Council Safety Committee recently issued a notice to deploy a nationwide Fire Safety Publicity Month in November.

   The "Notice" requires strengthening the organization and leadership of the Fire Safety Publicity Month activities. All regions, relevant departments, and units must continuously and deeply study and implement General Secretary Xi Jinping's important discussions on emergency management, conscientiously implement the "Fire Protection Law of the People's Republic of China," fulfill the responsibilities of fire safety publicity and education according to law, regard the Fire Safety Publicity Month activities as an important measure to prevent and resolve major safety risks and serve high-quality economic and social development, and strengthen organization, leadership, and overall coordination. Localities should promote fire safety publicity into enterprises, rural areas, communities, schools, and families. Member units of safety committees at all levels should strengthen coordination and linkage to form a strong joint force for comprehensive management. Fire departments at all levels should play a leading role in overall coordination, providing guidance and supervision.

   The "Notice" emphasizes organizing diverse forms of fire safety publicity activities. The "Fire Safety Public Welfare Talk" activity should be carried out, inviting well-known industry representatives, recipients of the Republic Medal, moral models, and others to promote fire safety. The public should be widely mobilized to participate in the "Four Ones" fire experience activities: walking through an evacuation passage once, familiarizing with nearby fire extinguishing equipment once, inspecting household fire hazards once, and visiting a fire science education base once. Organizations, groups, enterprises, and institutions should implement the "Three Ones" education and training activities for all staff: organizing one fire warning education, one fire safety training, and one fire evacuation drill. Fire volunteers should be organized to enter social units, schools, and communities to promote fire knowledge and help identify and rectify fire hazards. Combined with special inspections and rectifications of major fire safety risks, gas fire safety special rectifications, and winter fire prevention work, targeted publicity reminders and typical fire warning education should be carried out, exposing major fire hazards and fire safety violations to force hazard rectification.

   The "Notice" requires vigorously creating a strong atmosphere for fire safety publicity. All regions, relevant departments, and units should make full use of various media, platforms, and channels to cultivate a fire safety culture and create a strong atmosphere for fire safety publicity. Localities should actively introduce the reform and development achievements of fire rescue teams, local fire situations, major fire safety actions, and coordinate news agencies and new media platforms to form a concentrated publicity and reporting momentum. Fire safety reminder text messages should be sent to mobile users. The role of primary and secondary school students in "little hands holding big hands" should be utilized to popularize fire safety knowledge to family members and conduct escape and evacuation drills. Urban community and rural village bulletin boards should post and hang fire safety slogans, banners, and posters; large screens at stations, docks, and airports should continuously play fire safety reminders and knowledge clips. Township streets, fire stations, and grid members and other community defense forces should go deep into small units, small venues, and communities to distribute fire safety publicity materials and explain fire knowledge face-to-face.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
