　　On December 14, Wang Xiangxi, Secretary of the Party Committee and Minister of the Ministry of Emergency Management, presided over the Ministry's Party Committee meeting and Department Affairs meeting to convey, study, and implement the spirit of the Central Economic Work Conference, and to research and deploy key safety prevention work at the end of the year and the beginning of the new year. We must insist on integrating safety throughout the entire process and all aspects of economic and social development, and promote the improvement of intrinsic safety levels. We must guide the implementation of the natural disaster emergency capacity enhancement project, focusing on strengthening weak links such as early warning command, rescue capabilities, major disaster prevention, and grassroots disaster prevention. Further strengthen emergency command systems at all levels, enhance the capacity building of national and regional emergency rescue centers, and improve grassroots disaster prevention and risk avoidance capabilities. 　　The meeting pointed out that at the current year-end and beginning of the new year, we must stay vigilant, grit our teeth, withstand pressure, implement targeted responsibility measures, and make every effort to ensure safety production and disaster prevention, mitigation, and relief work. First, focus on strictly inspecting and preventing prominent risks at year-end. Increase the intensity of "four noes and two straight" and surprise inspections in the mining sector, strictly investigate serious illegal violations such as over-intensity, over-capacity, over-staffing production, failure to implement major disaster control measures, and falsification to evade supervision. Collaborate with relevant departments to severely crack down on illegal production, unlicensed sales, and excessive storage of fireworks and firecrackers. Focus on key places such as hospitals, nursing homes, schools, large complexes, old residential areas, and group rental houses, conduct concentrated inspections of high-risk issues such as illegal fire use, electricity use, and blocked emergency exits, and implement human, physical, and technical defense measures. Urge industrial and trade and hazardous chemical enterprises to implement winter prevention measures such as anti-freeze, anti-condensation, and anti-leakage. Fully utilize the functions of the Safety Committee Office to urge relevant departments to strengthen risk control in construction, transportation, and other fields. Second, strengthen winter safety knowledge publicity and education. Organize local fire rescue teams and volunteers to conduct door-to-door teaching on basic skills such as household fire risk self-check, emergency avoidance, and use of fire-fighting equipment, guiding residents to be the first responsible persons for their own safety. According to changes in extreme weather such as rain, snow, and ice, promptly issue warnings to key areas, urge strengthening of disaster risk and hidden danger investigations, and implement measures such as keeping warm, reinforcement, emergency repairs, and ensuring smooth transportation. Promote northern regions to fulfill ice prevention responsibilities, strengthen safety management of floating bridges, construction trestles in river channels, and personnel left in beach areas. Guide localities to persistently do well in earthquake prevention and mitigation, forest and grassland fire prevention and control. Urge proper winter and spring relief work, timely distribution of funds and materials, ensuring that disaster-affected people stay safe and warm through the winter.
