The Ministry of Industry and Information Technology recently issued a notice to deploy work related to quality improvement, pilot development, and brand building in industry and information technology for 2024. It proposed better coordination of effective quality improvement and reasonable quantitative growth, adhering to quality first and efficiency priority, promoting the completion and implementation of the Manufacturing Excellence Quality Project, improving product quality centered on reliability, consolidating the foundation for quality development, promoting pilot innovation development in manufacturing, and building the "Made in China" brand through five aspects and 20 key tasks, providing strong support for accelerating new industrialization.

To the industrial and information technology authorities of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps, relevant units under the Ministry, and relevant industry associations (federations):
  To implement the spirit of the Central Economic Work Conference and the deployment requirements of the National New Industrialization Promotion Conference, strengthen quality support and standard guidance, promote pilot innovation development in manufacturing, build the "Made in China" brand, and promote high-quality development of manufacturing, the following notice is hereby issued regarding quality improvement, pilot development, and brand building in industrial and information technology for 2024:

I. Overall Requirements

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Second Plenary Session of the 20th Central Committee, implement the decisions and deployments of the Party Central Committee and the State Council, fully, accurately, and comprehensively implement the new development philosophy, better coordinate effective quality improvement and reasonable quantitative growth, adhere to quality first and efficiency priority, implement the Manufacturing Excellence Quality Project, promote synchronous development of pilot, innovation chain, and industrial chain, strengthen the construction of the "Made in China" brand, and provide strong support for accelerating new industrialization.

II. Key Tasks

   (1) Implement the Manufacturing Excellence Quality Project
   1. Enhance enterprise quality awareness. Carry out policy and standard interpretation and promotion, organize the release of "One Hundred Questions and Answers on the Manufacturing Excellence Quality Project," guide enterprises to establish advanced quality management systems. Improve the quality management capability assessment system for manufacturing enterprises, support industry associations and professional institutions to conduct online and offline integrated training for enterprises through special lectures and online guidance, enhancing the quality awareness and literacy of all employees.
   2. Improve enterprise quality development capabilities. Guide industry associations and professional institutions to organize the implementation of advanced quality standards, promote advanced quality management methods and typical experiences. Collect and select a batch of typical cases of quality improvement in industry and information technology, compile and publish a collection of typical quality improvement cases, and promote the practical experience of typical cases. Carry out nationwide activities empowering SMEs with digitalization, scientific and technological achievements, and quality standard branding to enhance SMEs' innovation capabilities and core competitiveness.
   3. Promote digitalization of quality management. Continue to promote the "Implementation Guide for Digital Quality Management in Manufacturing (Trial)," encourage joint research and development of key methods and tools by industry, academia, research, and application. For key industries, refine digital quality management technology solutions by scenario to promote precise supply-demand matching; categorize and list digital quality management scenarios, clarify key points and implementation paths for critical scenarios. Cultivate demonstration benchmarks of industrial internet platforms, improve platform solution supply levels, and support enterprises in enhancing quality management capabilities.
   4. Conduct quality management capability evaluations. According to the tiered path of "experience level, inspection level, assurance level, prevention level, excellence level," conduct quality management capability evaluations in more than 1,000 enterprises. Through enterprise self-assessment and professional institution on-site evaluation, help enterprises determine their levels, promote improvement through evaluation, and continuously move towards the mid-to-high end of the value chain. Explore joint quality management capability evaluations by leading enterprises with upstream and downstream enterprises to achieve consistent quality control across the industrial chain.
   5. Optimize evaluation work mechanisms. Guide the release of industry standards for quality management capability assessment of manufacturing enterprises, strengthen work guidance for evaluations. Study and establish a technical guidance organization for quality management capability evaluation, improve evaluation mechanisms, and standardize evaluation work. Select and cultivate high-quality evaluation institutions, strengthen management of evaluation teams, and promote healthy and orderly development of quality management capability evaluation work.
   6. Strengthen application of evaluation results. Build a manufacturing quality management level index, regularly track and monitor quality development levels, strengthen monitoring, evaluation, and feedback of indicators by region and industry. Improve the Manufacturing Excellence Quality Public Service Platform, enhance services such as quality information inquiry, problem diagnosis, and online evaluation, accelerate the construction of a quality digital map, and strengthen visual management and quality data monitoring, early warning, and analysis.
   (2) Improve product quality with reliability as the core
   7. Implement reliability "foundation building" and "multiplication" actions. Implement the manufacturing reliability improvement implementation opinions, focus on key industries such as machinery, electronics, and automobiles, increase the application of intelligent testing equipment, promote enterprises to improve reliability, enhance the reliability of basic products and complete equipment, and form a batch of typical demonstration cases of key core product reliability improvement. Build a public service platform for quality reliability improvement in the electronic information field, improve basic support and comprehensive service capabilities.
   8. Improve product quality in key industries. Promote the implementation of relevant policies in fields such as industrial mother machines, instruments and meters, agricultural machinery products, and civil unmanned aerial vehicles, improve the quality and safety levels of key products. Deepen the implementation of product quality grading evaluation in key industries such as machinery, steel, building materials, and non-ferrous metals, and promote the establishment of user trust mechanisms. Organize quality inspections of lithium batteries and photovoltaic modules, promote the issuance of the "Supervision and Inspection Measures for Radio Transmitting Equipment," and strengthen supervision and inspection of radio transmitting equipment.
   9. Carry out the manufacturing "Three Products" action. Deeply carry out the "Three Products" action for raw materials, research and formulate a batch of raw material "Three Products" lists. Deeply implement the "Three Products" action for consumer goods, cultivate and expand strategic demonstration cities for consumer goods industry "Three Products," promote typical digital-assisted "Three Products" scenario cases, and build a tiered formation of famous Chinese consumer products.
   (3) Consolidate the foundation for quality development
   10. Strengthen support and guidance from quality standards. Formulate and revise a batch of product quality standards in fields such as raw materials, machinery, electronics, automobiles, and software, promote the transformation of advanced group standards into industry or national standards. Compile and publish the Manufacturing Reliability Standard System Construction Guide, strengthen top-level design of the reliability standard system.
   11. Promote innovation and application of quality engineering technology. Formulate the Manufacturing Process Capability Improvement Implementation Guide, carry out diagnostic activities on enterprises' key process quality control capabilities. Strengthen the application of quality technology foresight results, draw quality technology evolution roadmaps by industry. Promote practical quality engineering technology manuals for industrial enterprises, explore compiling recommended catalogs of quality engineering technology achievements.
   12. Strengthen management of industrial product quality control and technical evaluation laboratories. Revise laboratory management measures, strengthen the scientific research attributes of laboratories, and promote industrial quality technology innovation. Optimize laboratory management mechanisms, establish laboratory re-assessment systems, and improve overall laboratory levels. Newly accredit a batch of industrial product quality control and technical evaluation laboratories in key fields to support high-quality development of key industrial chains.
   13. Improve the efficiency of quality public services. Encourage industry associations and professional organizations to conduct key product quality analysis and comparison, comparative tests, evaluation, and experiential surveys to guide rational consumer choices. Support activities such as quality diagnosis, overall reliability solutions, user experience, and product quality innovation competitions to create a positive atmosphere for quality improvement. Encourage professional organizations to strengthen certification technology and service innovation, support high-end quality certification in consumer goods, equipment, electronics, and other fields, and increase the supply of high-quality products.
   (4) Promote pilot innovation development in manufacturing
   14. Select and organize excellent pilot scenarios. Extract key demands for the pilot stage, select a batch of excellent pilot scenarios with high technical level and promotion value, drive breakthroughs in key technologies, processes, products, standards, and solutions, explore typical pilot service models, and develop industry-specific pilot innovation development paths to provide reference guidance for enterprises to improve pilot capabilities.
   15. Plan and build pilot platforms. Investigate and organize pilot platform construction models, pilot capacity reserves, and public service needs; prepare implementation guidelines for manufacturing pilot platform construction; plan and build a number of high-level pilot platforms. Select major pilot projects with strong industry driving force, strengthen investment support, and promote iterative innovation of industrial technologies. Cultivate excellent pilot public service platforms and promote advanced typical experiences.
   16. Enhance support capabilities for pilot development. Strengthen overall coordination of pilot standards and promote the establishment of a manufacturing pilot standardization working group. Develop guidelines for the construction of manufacturing pilot standard systems, establish and improve the pilot standard system, and release a batch of key standards. Promote the formation of pilot development promotion organizations, guide the deep participation of industry, academia, research, and application sectors in policy formulation and decision consultation, carry out common technology research, industry standard formulation, and innovation method research for pilots, support and drive communication, exchange, and cooperation among industries, and consolidate joint efforts for pilot development.
   17. Optimize pilot project management mechanisms. Develop management specifications for chemical pilot project construction, guide localities to standardize chemical pilot project implementation processes, strengthen mid- and post-supervision, adopt moderately inclusive approvals for safety and environmental assessments of chemical pilot projects, and solve difficulties such as approval challenges and long cycles for chemical pilot projects.
   (5) Build the "Made in China" brand
   18. Strengthen the foundation of manufacturing brand building. Promote the optimization and upgrading of brand cultivation management standard systems, establish and improve the manufacturing brand standard system. Explore the construction of databases for manufacturing enterprises, future, and emerging industry brands, and improve manufacturing brand monitoring mechanisms. Encourage enterprises to strengthen the professional talent team for brand building and improve brand building capabilities.
   19. Strengthen manufacturing brand cultivation. Support industry associations and professional organizations to provide services such as enterprise brand creation evaluation and diagnosis. Encourage localities to build regional industrial cluster brands around characteristic advantageous industries. Organize brand cultivation and brand export activities for advantageous industries to create more "Made in China" brands.
   20. Increase brand evaluation and communication efforts. Select a batch of typical cases of "Made in China" brand creation, explore and release brand lists for key industrial product fields. Support brand building salon activities, strengthen the promotion and exchange of "Made in China" brand creation experiences. Host the China International Small and Medium Enterprises Fair to promote SME brands and product brands. Continuously hold textile and apparel "Quality Supply and Upgrade Promotion" activities, food industry "Three Products" achievement exhibitions, and "517" food festival consumption promotion activities.

III. Relevant Requirements

   (1) Strengthen organizational coordination. Industrial and information technology authorities at all levels should implement quality assessment work requirements, strengthen overall coordination, formulate annual plans, enhance process management and effectiveness evaluation, fully leverage the advantages of industry associations and professional organizations in supply-demand docking, resource coordination, expert think tanks, and provide high-quality professional services to enterprises to promote the implementation of related work. Annual work summaries should be submitted to the Ministry of Industry and Information Technology (Department of Science and Technology) by December 10, 2024.
   (2) Strengthen resource guarantees. Industrial and information technology authorities at all levels should formulate supporting policies and incentive measures based on local conditions, fully utilize various policy channels, and provide multi-faceted support such as funding, land, talent, and finance for quality improvement, pilot development, and brand building work. Guide and promote diversified investment, encourage financial and social capital to increase support.
   (3) Create a good atmosphere. Industrial and information technology authorities at all levels should intensify policy publicity and implementation efforts, summarize and refine the distinctive highlights of quality improvement, pilot development, and brand building work, actively promote effective measures and typical experiences. Strengthen public opinion publicity, establish positive models, and continuously create a good atmosphere that values quality, advocates pilot projects, and strives for brand excellence.
