The "Regulations of the People's Republic of China on Certification and Accreditation" are included in the 2024 key legislative tasks of the State Administration for Market Regulation.


Recently, the State Administration for Market Regulation has made arrangements for the key legislative tasks of 2024, planning the legislative work scientifically and systematically.

In 2024, the legislative work of the State Administration for Market Regulation will focus on implementing the major decisions and deployments of the Party Central Committee and the State Council, fully implementing the new development philosophy, adhering to the general principle of seeking progress while maintaining stability, coordinating overall considerations, grasping key points, planning comprehensively, and advancing relevant legislative projects in a planned and step-by-step manner.

First, Continuously improve the development quality of business entities, enhance the integrity and law-abiding level of business entities, and formulate and revise supporting regulations for the Company Law, interim measures for random inspection of enterprise public information, management measures for the list of serious violations and dishonesty in market supervision, and other laws and regulations.

Second, Continuously optimize a fair competition market environment, accelerate the construction of a unified national market, promote the revision of the Prohibition of Pyramid Selling Regulations; at the same time, actively cooperate with legislative bodies to continue promoting the early formulation and revision of laws and regulations such as the Anti-Unfair Competition Law and the Fair Competition Review Regulations that have been submitted for review.

Third, Continuously promote the implementation of the "Two Outlines," drive continuous improvement in quality development levels, and formulate and revise laws and regulations such as the Product Quality Law, Certification and Accreditation Regulations, Standard Material Management Measures, International Standard Adoption Management Measures, and Supervision and Management Measures for Inspection and Testing Institutions.

Fourth, Continuously uphold the bottom line of the "Four Safeties," effectively safeguard the safety of people's lives and property, and formulate and revise laws and regulations such as the Medical Device Administration Law, Special Equipment Safety Supervision Regulations, Supervision and Management Measures for Food Commissioned Production, and Supervision and Management Regulations for Food Production and Operation Enterprises to Fulfill Food Safety Main Responsibilities.

In advancing various key legislative tasks, the State Administration for Market Regulation will deeply promote scientific legislation, democratic legislation, and law-based legislation, effectively improve legislative quality and efficiency, ensure legislation meets the new requirements of economic and social development, responds to the new legal expectations of business entities, satisfies the new needs of market supervision practice, and better plays the role of the rule of law in consolidating fundamentals, stabilizing expectations, and benefiting the long term.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
